further consideration, to peer review by independent and anonymous
expert reviewers.

Submission Guidelines
1. Plagiarism is strongly
prohibited and papers that have been published or submitted for
publication elsewhere will not be considered.
2. It is required that the manuscript follows the publishing standard
format (double column). Submissions must include title, abstract,
keywords, author and affiliation with an email address.
3. Please write according to the requirements and format of the
conference paper. For the manuscript template, please refer to
submission template.
4. The paper must print clearly and legibly, including all the figures, tables, equations in a standard way.
5. Submitted papers should be written in the English language, with a
minimum length of 4 Printed pages, including all the figures,
references, and appendices. One regular registration covers 5
Pages/double column. Extra pages (Begin at Page 6) charge at 55 USD/ 400
RMB per page.
6. Accepted papers must be presented at the conference. The final
manuscript must be accompanied by a registration form and a full
registration fee payment proof. Only the accepted papers duly presented
during the conference will be submitted to inclusion in IEEE xplore
online digital library and EI Compendex database.
Editorial Policy:
1. Please submit your full paper via the email address: neessc@163.com
2. Please be sure to mark "Full paper+TEL" in the subject line of your email.
3. The paper must be an original, first-time published scientific
research achievement, and the content should conform to the scope of the
call for papers.
4. Papers will be reviewed by the conference committee. For
manuscripts that have passed the review, the editorial department will
notify the authors by email according to the review results.
5. The review results will be sent to the contributing authors by
email within 1-2 weeks after the editorial department receives the
submission. After review, accepted papers will be collected in
conference proceedings and submitted to some important databases for
indexation.
Review Process:
1. The paper selection
will follow a double-blind review process, meaning that both the authors
and reviewers will remain anonymous during the paper selection process
2. Submitted manuscripts will conduct an initial screening by plagiarism checker.
3. Submitted manuscripts are reviewed by an NEESSC 2024 Conference Committee that covers the topic of the manuscript.
4. Submissions are rated by the committee members based on (i)
originality (ii) design novelty (iii) advancement within the field and
(iv) technical quality. Authors should provide clear evidence of what is
novel in their work and/or the extent to which it advances the
state-of-the-art. Many submissions will be stronger in novelty or
advancement, so both are equally weighted by the committee. A high level
of technical quality and clarity is a requirement for all submissions.
5. Submitted manuscripts must not have been previously published or are currently being considered by others for publication.
